During the Internet boom, when everyone was a millionaire and life felt like every day was your birthday (complete with apple cobbler and ice cream on top), Congress was afraid that the party would come crashing down, or the cops would bust it up, or the lacrosse team would ruin everything. So they made online purchases exempt from sales tax.
This punch in the face to local businesses created a financial crisis at the local and state level. While sales taxes are fairly easy to understand, telecom taxes aren’t. Some of the nonsense on your phone bill includes taxes that help the phone company expand into new markets. (This is a common tactic of Congress, who recently informed the oil giants they would be exempt from
billions of dollars in taxes to help them look for more oil. It’s their way of helping an industry that has record-breaking profits in the last year.) Other tech taxes are left over from wars that nobody remembers.
