A City Council-appointed committee Tuesday recommended that Phoenix create criminal penalities for door-to-door solicitors who do not show a valid ID at the doorstep and for people who leave advertising on homes with “no soliciting signs.”
The council is expected to vote in January on a new ordinance regulating peddlers plus amendments that would toughen up the handbills section of the City Code.
The City Council’s Solicitation Ordinance Working Group, which has been meeting and holding public hearings since May on the issue of troublesome door-to-door salespeople, stopped short of recommending that the council license peddlers.
Residents complain that peddlers are making their neighborhoods unsafe. Businesses say a licensing law would be tough to comply with and restrict the way they operate.
