The future of two branches of Costa Coffee in Bristol is being decided at a public inquiry.

The city council believes outlets on Gloucester Road and Whiteladies Road breach planning rules.

Stuart Montgomery, the franchisee behind the two outlets, says he is operating within the rules.

Two appeals against the council have been rolled into a two-day public inquiry, which has started at the council’s College Green headquarters.
